I have a 1994 Volvo 940 station wagon. It started with the low beam on one headlight getting dim. Although the high beams were not on, the high beam indicator on the dashboard glowed with a low intensity. Now neither the high beams or low beams will come on. Is there a relay that controls these light circuits? If so, where is it located? Is there another possible cause (fuses are OK) that could be the root cause?

You need to check the headlight relay to see if it is still good. Parts store can tell you where it should be and what the part number is when you find it. A good shop will be able to test it. I have found that Volvo likes to play hide the relay under the dash so it's hard to say for sure where it will be.

Test to see if you have voltage at the bulb connector in low beam position. I'd almost bet that if there is no voltage there for the low beams that you have a bad high/low switch.
