The silver bolt on the neck behind the handlebars. Losen it off a few turns, and the entire stem can be raised and lowered. Be sure not to raise it too much, should be a minimum mark, or else leave a good inch or two still in the frame, and tighten it back up. Make sure it's aligned with the front wheel though!

If the handlebars are "slipping" then you need to tighten the bolts on the stem. The stem is the piece that connects the handlebar to the bike itself and usually has 1, 2 or 4 hex headed bolts that hold the handlebar in place. The Park Tool website indicates that you should torque these bolts to 15-20 foot lbs. This is important because the potential for injury is high if the bars slip at the wrong time. If you don't have a torque wrench then take the bike to your local bike shop and let a professional with the proper tool do the work. This is so simple and quick a fix that they may not even charge you

ONE AT A TIME, loosen the nuts securing the training wheels to the rear axle and slide each one upward a little bit so it float a little bit off the ground when the bike is vertical, then retighten the nut.

As she develops her handling and balance skills she'll need less help from the training wheel. So you can gradually raise them a bit higher as she masters balance and then she'll develop the 'lean' for turning. Ultimately, you remove them entirely.

I hope she's wearing a properly-fitted helmet.

How do I put the handle bars and tighten them on the stem?

at the base of the middle bar there should be a thin bolt that you tighten with a 2 inch pipe wrench and holding onto the bars and tire with your knees so bars stay straight.

I have a question about putting together a disney princess 12in bike, I put the handle bars in, but they don't seem to attch to anything. And the owners manuel is for multiple different bikes, so it is not...

If I understand your question, you put the handlebars into the front steering assembly but they don't attach.
On top of the handle bar is a screw that when it is turned in pulls a wedge shaped bottom piece up. When this is done once the handlebars are in the steering unit, the handlebars lock up and can't rotate or pull out.

Handle bars need to be adjusted up in height

You need to loosen the neck of the handle bars with a anlenwrinch.After that you will be able to adjust the hieght of the handle bars by lifting the top of them.

Cant the handle bars on the bike ,,,not sure if the cyclindrical bar come off? screw appears to be on top, just does not turn...or am i supposed to prey open the handle bar attachment and then aqueeze it...

Don't pry it, just loosen it up and spray wd40 lube then let it lay on it's side to work the lube in. If it doesn't work use a rubber mallet and give it a few whacks on the bolt, this might break to hold from the handle bars. If it still doesn't work use a cold shot spray found in electronics store and let the aluminum contract from freezing it.

The handle bars is twisting around away from the front wheel

tighten up the castle nut that holds the wheel yoke to the frame.
