Are you saying you are trying to setup a wireless connection, even though you don't have internet? Impossible!
Normal setup - Connect the ISP modem to main uplink port on router. Then connect pc to any other port. Done!
Now connect PS3 as normal. Look for the Belkin network SSID and Key. There is a small piece of paper underneath the router with default ID and password key. It is also noted on Web Admin page. You can always use the reset to clear any custom settings.
Access point option is only for unsecured connection. Do not use.
Well you'r ISP connection is good since you have internet when connected to the modem (just be verry prudent since you have no security when connected to the modem)
First verify with you'r ISP what type of connection you have (STATIC IP, DYNAMIC IP/DHCP, PPPOE, etc...) Ask you'r ISP if they can reset you'r account (MAC ADDRESS, PASSWORD, etc...) You can also verify the connections from the modem to the router (CABLES, CONNECTORS, etc...)
If you are on cable internet, you need to perform MAC Address Cloning. Access the router's setup page using your main PC, under SETUP tab, there's a sub-tab called MAC Address Clone. Enable that and click on "Clone My PC's MAC" then click on Save Settings. Power cycle the router and the modem. You should be online after that.
This kind of problem occur due to dhcp disable in the wireless router for the security purpose. So try to give the ip adress manually by right clicking on the wireless and give the ip adress of the same range in which your network in working e.g 192.168.1.0 is the range of your ip addresses so please select the ip which is not been used by any other computer and than in default gateway enter the ip address of you wireless router and you will be able to access the internet on your system.
has it worked before? if so, try to power cycle the devices by turning off everything. then turn on your modem first, wait for the lights to turn on on the modem before powering on the router. check if you're online
but if the router is for initial setup, you can try to run the cd first and follow the instructions. you need to make sure also that you can access the internet directly from your modem
