This could be an indication of the horizontal/High Voltage stage having a problem. You are going to have to take ths to a shop to have it fixed since the HV section can kill you if you do something wrong. There are however some checks you can do if you had a schematic.

No, it is not a digital ready television. You will need a box if you are planning on using an antenna with it.
If you have it hooked up to cable or a satilite reciever then you don't need a box. It will continue to work like it is now.
