2003 regal clusters flash on and off several times and dies

No fuse just for the speedometer , fuse for whole instrument cluster . No reset either , hooking up a factory scan tool to check for DTC's - diagnostic trouble codes in the instrument cluster or BCM - body control module . Could be a bad stepper motor in the instrument cluster . GM vehicles from 2003 to 2006 had bad stepper motors .

4 or 6 cylinder? Sounds like the timing belt may have gone, 6 cylinder has belt while the 4's have a chain. Chains have to be extremely high mileage or beat hard before you should have an issue.

There should be a fuse marked cluster or gauges that could be blown.
The turn signals are on a separate circuit.
You could also have a problem with the wiring behind the cluster or the cluster itself.
A mechanic would check the fuse and then check for power and ground at the cluster. The gauges are grounded thru their sending units.

The warning chime of 5x5 is a sign that the SRS ( airbag ) light is burnt out, and there is an error with the SRS system.

Verify SRS ( airbag ) lamp operation, turn the key from off to run ( do not start ) the airbag lamp should illuminate. If not, it is burnt out. Need to pull the cluster and replace.

Once you replace the SRS bulb, you will get a LFC ( light Flash Code ) of a 2 digit number.
Example :
flash flash flash flash { short pause } flash flash { longer pause } flash repeats the same for 5 times, the solid on.
This is an example of a LFC 4-2. Once you have the LFC start a new problem with the LFC and we can get that fixed after you get the bulb replaced.

is it a canadian car?...I have a canadian regal..if i unplug the instrument cluster, guess what..my climate control changes from Celcius to Farenheight. When i plug it back in...it goes back to canadian eh..so.im thinking you need a US instrument cluster (ie..miles not kilometers).to make the climate control stay in farenheight....awaiting your feedback

How much have you driven vehicle? You need to drive long enough for computer to reset refrence points onboard. If that does not work, you have a bad voltage limiter on your instrument cluster board!

I worked for Buick from 90-93 as an A tech. The Regals and Cutlass had defective clusters. There is not much you can do other than replace the cluster. (is everything else working on the cluster?)

I had a 1990 cutlass that the odometer quit at 199000. I just kept driving it, or I should say my son kept driving it.

If it has a remove starter I would have that looked at or disconnect to see if that makes a differance.

When it dies does the security light flash?

check body control module fuse . check head light relay and the drl lights relay.
