No startup

I've loaded my system with Windows ME and it went to do it's reboot. It hasn't turned on since. When I plug it in, charge light flashes for a while and then goes out. While this is happening, there is a ticking sound from the internal speakers. Most of the time, I plug it in and it does nothing.
Please help!

The unit doesn't even boot to cmos. It won't even turn on. I have proper voltage from power supply but it fluctuates when I plug it in to the laptop. Is this normal? or is the motherboard fried?

The ticking sound could be the harddrive which could well be the heads parking continually because it cannot find the boot.ini file, possibly a damaged harddrive.

It may well then be the mobo ac connector.
