It then it goes dark if you turn it off it comes on right

it sounds to me that the power supply is affecting the refresh rate, and will lead to the first section of pixels being affected, but it will then eventually cause perminantly flickering and may then lead onto the 2nd rows being affected.
theres nothing really that you can do about it though im affraid.
