Look at the back of the tv. What is it labeled at where you plugged the VCR into. Should probably say composite in. After that's verified, go into the tv menu and make sure you have selected composite input. Should be no need for any settings on VCR, it has to be settings on tv
The infra red light in the middle of the mechanical deck, that powers the left and right photo sensors is not ok.It looks like a small lamp( you cant see it when it works-Infra red mind it).The video cassette has a large round opening in the bottom towords the front, and accomodates this lamp.please check it out.
I assume you unplugged the unit for several minutes and tried plugging it back in to reset it. Is the outlet ok? Did you try plugging something else into the same outlet and it worked?
If the cord is ok and the fuse isn't blown and the VCR is completely dead, I would say that you have a problem in the power supply section. This could be a bad transformer, rectifier or regulator module. Unfortunately you'll need to take it to be serviced.

What model of VCR do you have? is it a GE
In the mean time try this:
Unplug it from the wall for about a minute and then plug it in again. If this does not work, hold the VCR button down for 5-8 seconds this works on some units.

I lost my manual and the biggest issue of getting this set up is getting the vcr to the channel you need for play back either channel 3 or channel 4. To change the channel you hold the power button and the tv/vrc button at the same time till you get the channel you want. Three flashing lights is channel three, four flashing lights is channel 4. every time the power goes out mine resets to channel 3 and will not play videos until I reset to channel 4. Hope that helps.
