Using bolt in place of J-hook?

I got this exact same rack below but if you look closely at 7:35 or so, it looks like they are using the same bolt that is part of the 4 bolts, nuts and washers that belong to the assembly of the rack (the top bar connecting both pieces). It is clearly a bolt, but when I tried putting it through, it was a bit loose. I think they are using another washer. Am I off? Also it doesnt look that safe at all. it looks like the barbell is just a few mm from falling over somebody's neck.

Kidney used to have bolts instead of J-hooks. Basically, it had a big nut and a washer on the other side. It makes it very easy to take it out of the rack.
