The problems is this: at this point, Western Digital is not supporting Vista 64-bit with any of their related software. Granted, some things will still work while using the 32-bit version, but some won't, and the backup software is a prime example of the latter.
You might try downloading the latest version of the software from here:

Chances are, it will still barf, but it can't hurt to try it out. An alternative is to use another backup application; the one included with Vista ought to work. I wish I had better news, and believe me, as a user of both XP 64 and Vista 64, I feel your pain.

- I don't know of any portable drives that are specifically Vista 64 compatible. I currently have a 500gb Maxtor (a brick-sized thing that isn't particularly portable) USB drive, and it works fine with Vista 64, and I've run it on an XP 64 system as well. That said, I've never tried to use the bundled backup software with it, either.
As for Windows Backup feature, it can be accessed via START > ACCESSORIES > SYSTEM TOOLS menu. Just click on it, and it does a pretty good job of walking you through it, and will allow you to backup to CD or DVD, or even another hard drive (like your WD, provided it functions okay as a hard drive). I could explain it, but MS actually does it well enough. If you get stuck or have questions, just let me know.
