Hello! sounds like you need to make sure the Vista Cd is in a drive, shut down p.c. then re-boot you will be asked to boot from cd by pressing any key. Let windows load files then you set location and keyboard layout the next page will ask for full install/upgrade or REPAIR? try the repair item.
Good Luck!!

Long wait time after icon appears in boot sequence-vista home premium

If your computer is at the Windows icon for a long time this means that Windows has a lot of information to go through to load. Try running disk cleanup from the Start Menu, All Programs, System Tools and check all areas that come up on the dialogue box or download and run a system cleaner from the internet.
