the a/v card is faulty, there is a chip called " ana or hana " and that goes bad.
the best solution is either to send it to microsoft " they will charge you around $ 100 - $ 150.- " to fix it, or to find the chip and replace it.
there is hope though try another a/v cabel, borrow one or something, your cable may be damaged. if the new cable doesn't work then " 100 % sure is the chip " is very common problem.
i have one with that issues and bought another 360 " broken " and i am going to try to switch a/v cards.

OK, I think I can slove your problem.
There is a slide setting thing on your av cord that gives you the option of using TV or HDTV (look near the end of the cord that slides into the XBOX 360), You will see two choices for settings on the cord "TV" or "HDTV".
Just make sure that you have it on the correct setting. I had the smae problem. My XBOX 360 is not hooked up to HDTV, so for me it should stay on TV. But somehow when I took out the cord I accidently slide it to HDTV.
I simply slide it back to the "TV" Setting and in about 30 seconds it worked perfectly.

4 red light is a defective A/V cable.
E74 ,E69, no picture , white lines..... the list goes on
99.99% of the problem is the G.P.U. over and de-solder itself
from the main P.C. board. The solution is to have a repair shop
re-soldered (re-flowe) the G.P.U. back to the board and your
problems become a distant memory . That's the truth .
