There are a few possible reasons why your LG Env3 is only displaying the Verizon logo:
The phone is stuck in a boot loop: This can happen if the phone's software becomes corrupt, causing the phone to continuously reboot and display the Verizon logo.
The phone is stuck in a firmware update: If the phone was in the middle of a firmware update and the update failed, it may be stuck in a loop and only display the Verizon logo.
The phone has a hardware issue: If the phone's hardware has become damaged or malfunctioning, it may only be able to display the Verizon logo.
The phone is locked: If the phone is locked with a passcode or pattern and you've tried to enter it multiple times, it may display the Verizon logo.

Sounds like a serious glitch in the phone's roaming mode. If the photos and numbers are in the internal memory, you can't get em off if the phone won't power up, no matter what you do. Have you tried the phone back in your home networks? Try taking the battery out and then putting it back in and powering it up when you're not in a roaming area.
