The binocular is behavior is the same as when the electronic control module is defective. First try resetting the electronics by pulling out and putting back the AA batteries. The power reset in some occasion may unlock a jammed control module. If you have an external power adapter also test the binocular using the power adapter.
If that does not help the control board must be replaced. Disassembling of optical units is quite delicate and require experience. In that case I suggest contacting Fuji to get support. You can also get a quote on repair from a third party service. Here the online form:
