If you have recovery cd with your HP laptop just recover, coz HP laptop has recovery file in your hard disk to to recover to factory default. if no use bootable os like XP, VISTA and WIN 7are bootable just setup your bios setting, go to boot and setup your cd rom as your first boot so that it will automatically boot to your OS on the cd. and follow the rest of the instruction to setup.
i suggest to boot your computer in to Safe Mode first..So while your computer is booting up after you have turn on the power switch immediately hit F8 repeatedly then select Safe Mode. When your in you can try to go to the User Accounts and delete the user and add another one without putting any passwords
Next, the reason why you are getting the error message is because the computer is not starting from the cd, or the cd was burned incorrectly.
The computer is most likely starting from the hard drive instead and since it's formatted you get the error message.
To get the computer to start from the cd instead and to install the system again, you need to adjust the boot order.
The laptop might have a Boot menu feature (look at the screen right when you power it on and see if it says anywhere press xx key to enter Boot menu) If you don't have the boot menu option then you need to enter setup or bios, same thing different name.
The computer will say at some part of the screen to press xx button to enter setup or bios / cmos.
In Bios you must adjust the boot order so that the Cd / dvd drive is before the hard drive in the order. this way the computer will start from the cd instead of trying the hard drive.
Here are a few good tutorial videos on the subject of changing the boot order.

Assuming you have a copy of XP and the License key, you simply start the computer with the CD inserted. be sure to press the key to start the CD install process when prompted.
after the CD starts, it will ask you if you want to install. Do this accept the agreement and it should prompt you to the fact that you already have an installation. Choose to install over the existing version not as an additional instance.
Here is the key...in the next step it will ask you where to install windows. choose your C:\ drive and delete that partition. you'll have to confirm a couple times. This removes the old data. Then choose the same un-formated partition, allow windows to use all the space and choose NTFS Quick format. let it run and you will have a brand new installation of XP.
Before you do begin to format you laptop, backup first all the data files in your laptop. Second, provide the Operating System you want to install in your laptop. Either Windows Vista or Windows XP. Both windows you can partition the HDD their before install begin. Make sure to set the first boot device to CD/DVR ROM in CMOS setup so it will boot the OS CD/DVD you inserted in the ROM. Good luck!
If your Acer came with restore CD's than load it into you're CD-ROM drive & boot to it. From factory there is either a small partition on you're drive D:\ Stored on the D:\ are files that are used when running Restore. You will not damage you're notebook. You should go to Acer & download any new drivers for you're Acer model. After download & uncompress if they are not .exe's. Burn to a CD or DVD. Go ahead & format than reinstall you're windows.
Other items you might want to back up to CD/DVD is personal data, address book, my documents folder. Identities folder, favorites folder & desktop folder.
