thanks for the diagnostic. so how do i fix it? will a new PSU solve the problem? and also how do i prevent it from happening again in the future? on another note, when i power up the PC, the fan for video card does not spin. is this a result of insuffient power being distributed throughout the system? the PC is supported by 300w, the nVidia 8400 gs requires 300w.

I think your SMPS has gone bad. Get it checked.

Blue screen error tried to start in safe mode now wont come on

This is most likely the power supply. It could be some other things but the power supply is the cheapest thing to try unless you have the right stuff to test everything. In reality, it was nothing that you did. The uninstall of the program did not cause this. Also you should check the unit to be sure that it is clean. Dust can build up inside and cause over heating.

Short of it being something simple like your monitor cable is unplugged, the more likely problem is that there's a fault on your motherboard or graphics card.
You should have an internal speaker connected to your motherboard, it should be giving beeps depending on what the problem is. If everything is ok then there should be a single beep.
If you are not hearing anything try removing your RAM and boot up, you should get lots of loud beeps, if you hear nothing then it's likely your motherboard is faulty.

My hp pavillion will not power all the way up

What do you mean it powered on to the blue light?
Does anything show up on the screen?
Does the system usually beep when it starts? If so, does it beep now?

I had the same problem with my laptop. You might check and make sure the ram was installed correctly. One of my ram cards was not clicked in all of the way!
