Lots of rainy weather here had to lower poold water several days in a row now the AquaLink RS one touch control system has a message when the pump is running it says " check aquapure no flow"

Make sure the sensor is installed in the correct direction. Their should be an arrow stamped into it somewhere to tell you the direction of water flow. Then check to be sure the filter is clean. It will slow water enough to not trip sensor.
Yes the build up between the plates of the sell let the electrions pass straight through the cell. They need to go through the water to get the chemical reaction.
No but this sensor is easy to replace. Just pull the sensor from the pipe by loosening the staniless steel clamp that holds it in the pipe. Then follow the wire back into the Aqualink box and unplug. Get a new one at your local store and replace. It's a common problem and you should be able to do it with ease.
