CPU fan running at constant full speed

Seems like you cpu is running hot and therefore triggering the fan to spin fast in order to keep the temp low. You can monitor the cpu temp buy downloading this programs and see its really the cpu thats overheating.

Computer is running very slow. New power supply was installed and seemed to work faster,then back to being slow. 3g ram. Thinking it might be hdd. Could it be the processor is getting too hot?

Usually heat and / or bad sectors on the drive will slow it down.

You should take the desktop outside and with TWO cans of compressed air blow out all the dust.

Let us know if that fixes the issue or not and we'll proceed from there.

Loud "whirring" sound

this is the fan. could be the CPU cooling fan or a case fan.
when you hear this sound it means the fan is having trouble spinning around. you can fix this by taking off your side panel and removing dust from your fan/fans, and even adding a little dab of oil like WD40 to there the fan spins round the hub to increase lubrication and remove friction.
Though this may help, its always a sign that the fan is not healthy and will eventually need replaced.

Yes, the fan should run continuously else the processor will get toasted. It get very hot without the fan even when the PC is not doing anything visibly.

Computer may or may not start up. When it does, it may or may ..

Go with a known good working hard drive, its the easiest thing to replace and instead of reimaging it, install windows from scratch and then load the drivers for whatever it doesnt find and then see how it runs, if the lockups stop happeneing then load the apps that you want and everything should be okay.

My laptop is shutting down after less than 45 minutes usage. It seems it might be getting too hot

Try working on your laptop when you are in a much cooler environment than the usual. the possible reason for your laptop shutting down could be either the processor is getting to hot due to which the cooling unit of the system i not able to cool it down & keep the system temperature under control. I would also like to know the model of the system that you are using at the same time would also like to know the approximate age of the computer that you have been using. I possible which brand is your system & whats the Os its running on... thanks & regards

Beeping sound(5 every 2 secs) coming from hard drive. I think it's a serious problem but would like your advice.

Does the computer turn on? If it does not the beep codes indicate a problem with RAM or video card. if the computer comes on and seems to run that could indicate that it is detecting a part that is too hot. I would need more information to determine the exact cause of the problem but that will hopefully point you in the right direction.
