I beleive this model of MP3 player are not rechargeable as you require the use of an external battery for it. It takes a AA battery. You may use AA rechargeable battery but you will require a charger for these.
My INOI also has the same problem. It says "PARTITION ERROR" when I turn on (using the USB drive plugged into the computer). Upon reading and researching on the Internet, I feel that the battery inside may be weak for startup. Looks like installing a new battery would help ??

If the reset procedure suggested in the manual doesn't work, try taking out the battery for a day or two, that should also reset it.
try switching the battery with another one. If it starts up when you connect it to the power cable then the battery or power supply system is at fault.
If you still have a warranty, use it, if not, think how much a repair is worth for you and consult the shop you bought it with, or a similar shop that sells these products.
