Yes, you can make USB boot drive. However main problem is the Smart... error. It is your hard drive. You need to fix that first! Try reseating the drive. Next go into BIOS by pressing F key during boot. Might be F2? Make sure BIOS recognizes the hard drive.

Once you get the drive going again, you can start the install / repair again. USB drive tool.

I assume it's Windows 7.

i strongly suggest formatting your hard disk drive, and reinstalling the recovery CDs

if you dont have them, get Dell to send them to you -- it will cost you money

Mamum23 if you install windows xp pro and the problem persist it could be a few reason like: 1. Have a hardware that is interfering with the boot (printer, external HD, etc) 2. Could be the hard drive that is having problems in a few sectors (blocks) and you may need a new HD. 3. Could be the modemboard slots but that could be really rare. If I was you I made the troubleshoot 1 and then 2.

You will need to repair the Windows installation. Put the original discs (restore discs) in the PC and when it asks you if you want to install or repair, select repair.

try check the hard drive and make sure the power cord is connected properly the same thing happened to me Bootmgr missing and I tried to put the install disk in there but it still kept saying the same thing not knowing it was the power connector to the hard drive...

theres several stages involving formating a disk.
this error however, appears to be discribing a boot-manager program.
Try booting with Windows in the actually DVD Drive.
If this does,nt work, re-format the hard-drive. or obtain a setup disk from your computers manufacturer.
i.e Compaq.
