I have no idea what this is and did not do any transaction with this person. Herman Kim @ yahoo.com is the seller. I want my paypal account closed IMMEDIATELY and please take care of this!

Also, you will have to file a dispute regarding the transaction from your PayPal account page. To file the dispute, use these steps:
1. Login to your PayPal account and click on "My Account" tab. Then click on "Resolution Center" and click the "Dispute a Transaction" button (See below image)
2) On the next page which opens, select "Item Dispute" and click "Continue" (See below image)
3) On the new page which opens, enter the Transaction Id and click "Continue" (See below image)

First check the funding source when trying to make the purchase. Some transactions allow debit/credit card only and it maybe trying to take from a funding source which does not have the transaction value available on it.
Paypal do have account limits if you are not fully verified, to see if you have reached your sending limit, when you login to your account, at the top where it says your name - move across and you will see a link which says view limits. Click the link and check that sending limits have not been reached.
Finally if you were trying to pay with funds from your actual paypal account, make sure that the funds are also in the currency which your transaction is. As when it is funds direct from your account and no debit card involved, the currencies have to match for it to go through.
