Click start control panel administration tools computer management device manager look through all of your devices if you see a yellow question mark?or exclamation mark ! or red x if you can see your usb but its not working sometimes the wires inside the cable will be damaged due to bending or stretching or placing heavy equipment upon the cable just replace the cable of the hard disk, when you plugged the external disk drive you got that windows could recognize the USB device change the cable everything should work fine again, check the USB leads that attach to the motherboard usually red-white-green-black make sure they are securely seated and have no dust build up on them dust will cause static and a lot of unforeseen problems if this fails to fix the problem if still no luck
right click to reinstall drivers or
ports(com&lpt)right click update driver
type in run "regedit" then press ok then you can see registry editor then locate below key. HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11 CE-BFC1-08002BE10318} And remove upper filter and lower filter.
Then restart computer then check.
Also locate the below key and make sure it's value is 3 not 4. HKLM\system\currentcontrolset\services\usbstor make sure start value is 3 not 4
you might have to install a usb 2 or 3 card they are cheap and easy to install you can buy these on Ebay very cheap
hope this helps

Thank you for your reply.
I have solved the problem with local help.
Printed installation manual of Seagate 500 GB eSATA external hard drive has not properly mentioned how to use power on/off switch once connected to mains. I could get local help, who has already used the device. On/Off switch to be pressed for few seconds after mains connected, sometimes it comes automatically once power is on and USB cable pluged to the USB port of PC if power supply is ok. There is no indicator for the power supply (before device glows) after connected to the mains. I was in confusion whether power supply is ok or not.
Finally, It was found that the problem was with mains power supply and I have changed the power socket and adapter.

You will have to send it to a data recovery company in order to retrive the data sounds like the circuit board failed therefore the drive is not receiving power.Usually if this board is good you would hear the drive spin up.
Good luck

There's not much troubelshooting you can do with a failed external disk. power off PC and hd and then disconnect all cables, wait 30 secs, power the PC on, let it boot to the OS, power the hard drive on and then connect. If the drive shows up but you still cannot access it or get weird property readings, it generally means the hd controller has failed. If the data's worth more than $1000, you can take it to a data recovery group like Ontrak or Cherry Systems, but otherwise, just get a new hd and restore whatever backups you have.
