Does water come out of the water dispenser?
I is more likely that the tube that drains the water down from the self defrost mechanism is clogged. Look in the very back of the reefer cabinet, you will see a trough back there, if it is full of ice and water the drain tube is clogged up. If so, a little blast of air from a can of air (like the ones you use to blow off computer key boards will blow it out. Then the water can drain down to the evaporator pan and you will no longer get water on the floor.

Open the freezer door, remove the bottom tray, smash the ice on the floor with your fist to remove it. Now get a glass of hot water and pour it into the trough which is at the bottom of the back wall of the freezer. Allow a few minutes for the ice to melt then remove it with an ice pick or scrrewdriver. Once the ice is out, pour more hot water into the trough. Now take a long tube ( an old washer fill hose works perfectly) and stick one end in the hole in the trough. Now fill your mouth with warm water and blow it very hard through the tube. Once the drain is clear, pour some hot water and a very little amount of bleach through the hole.

The water dispenser problem may be due to a defective water control valve. But when the refrigerator leaks this needs to be solved. I have a lot of different ways and reasons listed so click on the below link and read over this and use the part that applies to your refrigerators leaking problem. You also can contact me here or by email should I not get any messages here from you. Hope this helps and we will work on the dispenser problem next, Thanks, Sea Breeze

HOW TO FIX A LEAKING REFRIGERATOR OR FREEZER
SOURCE: ge profile leaking water from bottom of appliance
if you have ice on freezer floor, then you likely have a clogged defrost drain. the meltwater from the evaporator can no longer reach the condensate pan under the unit. Unfortunately, the only way I know how to unclog it, after removing all the ice, is to blow compressed air from the freezer into the drian, to force out the debris.
if you have no ice on freezer floor, then from my experience, the problem is due to a dried, brittle and cracked water line for the water dispenser. Pull the fridge out from the wall carefully, you will see a machine compartment cover at the bottom. If this cover is only half as wide as the unit itself, then due to the proximity of the water valve to the compressor, the water line is very well known to crack. You will have to replace the 5/16" water line from the valve solenoid to the water tank located inside the refrigerated compartment.
If neither of these scenarios cover your problem, i would advise seeking a competent repairman. If you are in chicagoland, I can help, otherwise no.
