It is a common problem for this TV, it uses a Sharp LED display panel. The problem is the data buffer IC inside the panel ether shorted, or burned open.
Vizio offers a extended exchange warranty if you have the original sale slip.

Hi I have acer laptop, I have a cable one end is hdmi and the other side rgb, is there a down load driver so it will work. thank you
If you're trying to display output from the laptop to the Vizio you'd be better off using an HDMI to HDMI cable. The VGA port on the Vizio E320 only supports 640x480 resolution; you have to set your display output accordingly, usually in control panel. Using HDMI you're able to keep the signal HD, @720p. The E320 also supports 1080i, but you're not going to see all 1080 lines. If for some reason you're trying to go from the Vizio to the laptop it just doesn't work that way.

Vizio half of screen is solid color bars. Top half works great.
You have either the circuit board that drives that half of the screen(one for top and another for the bottom) or you have a bad display panel.

Screen is part of the display panel and means set is finished---cost of part if even available exceeds at the wholesale level the cost of a new set.

Plasma and LCD sets have fragile display panels and can easily be destroyed.

Display controller is usually under the Main board which you remove to get access to it. Display controller connects to the suis-boards which then send signal to the screen of the TV.

Vizio 42" LCD. Flat screen. Won't display CC on setup screen using HDMI input. Have a Sharp tv on another Directv box and it shows CC via HDMI connection. Problem with receiver or with TV? Costco's "Help"...
CC is a feature of the TV. All TVs are different in features and the Vizio is limited on its features due to cost. To eliminate the directv receiver connected to Vizio TV just swap with the receiver connected to Sharp TV and see if CC is displayed.
