My other laptap when I click on the internet icon it comes up as Int. Exp. cannot display the webpage. Then I have to click on diagnose connection problems and then it says Problem has been resolved. Then my internet will begin to work. It is a big hassle and sometimes it doesnt even resolve. Let me know what you think.

You can choose the search engine for internet browsing. The Browser you use will determine where you start and how you do that. I will show you two examples, 1. From the Windows Internet Explorer, and another from Google Chrome.
1. Win Int Exp. From the menu (gear icon on top (RH), choose manage add-ons. The Manage Add-ons options box will pop up. Configure which search engine/ add-on etc. you want tp keep as your defaults.
2.Win Int Exp. You can change your home page by clicking on the menu, select Internet Options and from the Options box (Home page) type http://www.google.com

open internet explorer click on tools then goto internet options
then click the advanced tab go down to the reset button and reset internet explorer to the defaults.
then after that is completed close internet explorer and reopen internet explorer and see if the web page comes up.
I suggest you a very efficient solution. Check all Internet Explorer settings of another laptop and do same settings in your this Toshiba laptop. If even then its not working then it may be hardware problem.
If you can see other web sites and it's just that one particular site you are having a problem with then it is most likely a fault of the site.
"cannot display webpage" is usually a sign that the site is either having data base problems or has exceded its bandwidth.
If you simply cannot get to the site then it maybe a problem with your security settings being set too high and Internet Explorer is blocking the site.
