You can get the capacitors at any radio shack or online electronics store. You will need to solder the old ones out (heat the contact point on the board) and then re-solder in the new ones in there place. Make sure that the stripe on the side of the cap is positioned the correct way.

I am curently hooked up to a spare monitor because every time I plug in my FPD2275W monitor it flashes on for a moment with an odd VGA picture and then it goes black. I don't know what to do.

It may have dying power supply as shown in my pictures here:
http://s807.photobucket.com/albums/yy352/budm/Gateway%20FPD2275W/
This is not easy monitor to take apart and you MUST be real careful on the ribbon cable attached to the front panel.

My gateway monitor flashes gateway logo then it (FPD 2185 W)

Look for bad DC filter caps in the power/inverter board.
If you are going to DIY and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Monitor flashes on but with 1-3 seconds it goes to balck screen. I've replaced the electrolytic caps in the power supply, but it didn't help

Try different video and/or power cables, but most likely this is dead. Sorry!
If it's still under warranty, (or the computer it came with is), call Gateway support.

Power supply will be the first place to look, look for bad caps (bulging tops or bottom seals). Check it out and post back what you find so we can guide you further, see example of failed monitors due tobad caps: http://s807.photobucket.com/home/budm/allalbums
The high pitch you are hearing can be from the bad lamp soldering connection, it is arcing.

Monitor won't turn on, just keeps flashing the gateway logo on and off

Unless there is inadequate ventilation, your monitor could remain on all the time with little ill effect. Actually turning on and off your monitor actually puts more strain on it then leaving it on all the time.

If the gateway screen is displayed for a moment and then just turns off, I believe the inverter board inside the monitor has broken.
What's actually happening is that somewhere in the board more voltage then needed is "leaking" in and the safeguards on the board turn it off to prevent damage.

I would go and get an estimate from a shop. If the price is within 30-50 dollars of a new monitor, get a new one.
