The motor turns on and the coils inside the freezer get a little cool but not cold enough to freeze.

Sounds like the system is low on freon. The other common problem is a dirty condenser. Insure the condenser is clean, if it is. You will need to charge the system with freon. Which only a qualified refrigeration tech should do.
