Picture, which ever is the size,is not showing clearly. It is showing like, for eg. if we insert a small picture as desk top image by making it extra large, then we can see each pixel of the image right? Similarly it is showing. Then next is, even if we see a small picture in internet, that is not clear. Please suggest me how can I resolve this.Thank you!

Firstly a picture for the desktop should be at least 200-600KB in size or you will get pix elation problems. Make sure your color is set to max. Control Panel---->Display---->Settings---->Make sure the color settings are set on the highest level. The less the KBs the poorer the picture quality will be. A picture in MBs will look real sharp at any size.

My new lg 3d tv is closng on top bottom and sides is there anything i can do to cure the problem

Could you provide more information? What do you mean when you say, "closing?" Do you mean there is a black band around the picture? If so that means the original picture is recorded at a lower pixel density than your TV will display.
In the past most TV program signals provided a picture dimensions (in computer standards) very roughly 600 pixels wide by 400 pixels tall. What this means is that a picture of that pixel size will display as a small, squarish image slightly wider than it is tall on a (now) standard 1080p LCD television--which produces an image 1920 pixels wide by 1080 pixels high.
That would be nearly unwatchable (picture too small) except for the fact that most TVs compensate for the relatively small size of "standard definition TV (SD TV, as opposed to HDTV) by enlarging the image so that the top and bottom edges of the picture touch the top and bottom of the TV screen. This will leave black bands on either side of the picture. Some LCD TVs will automatically stretch BOTH dimensions of the image, which yields a distorted, "sqaushed" image.
All my comments above apply to both standard LCD and 3D-LCD TVs, by the way.
A more precise overview of the facts about TV picture size can be found here:

Have a new acer 23inch monitor. using computer with windows xp with pentium 4 processor. pictures downloaded from my camera are too wide. tuned my resolution on desk top as high as possibe .helped but not...

The trouble isn't because of resolution. It's because whichever picture viewer you're using is trying to show the picture at a size that's too large to fit. You need to tell the program to fit the image to the view window, and then you'll see the whole thing.

I will admit up front that I don't use the built-in Windows picture viewer, so if that's what you're using I can't tell you what to do. I use a free program called IrfanView which offers a lot more capability. It even allows a thumbnail view of whole folders so you can pick an image to see at full size or fitted to the window, and nice range of editing functions as well. And I'm repeating myself, but it's also 100% free.

How do I change it from wide screen to regular? I have a black area above and below the picture.

Hello
You can set the picture size by remote control itself.

You can vide 480i format programmes in three picture sizes. 4:3, 16:9, and ZOOM
You can change the picture size by pressing the PICTURE SIZE button on the remote control.
4:3 Picutre size
To fill the screen, the top and bottom edges are extedted more widely, although the center of the picture remains near the former ratio.
If receiving a 4:3 programme, the image size is displayed in its originally formatted proportion.
16:9 picure size
This image displays the size of standard 16:9 with black bars at the top and bottom.
If receiving a 4:3 programme, the image is displayed with black bars at the top and bottom and stretched wider.

NOTE: If a fixed bar remains on the screen for a long period of time, the image can become parmanantly engrained in the screen and cause subtle but permanent ghost images. Never leave your TV for long periods of time while it is displaying these images.

Zoom picture size [for 16:9 formats]
The entire picture is uniformly enlarged --it is stretched the same amount both wider and taller (retains its original proportion). The right and left edges of the picture may be hidden.
OK.

After I have downloaded an image from my Logutech camera, I would like to send this as ane-mail attachement. how do I do this please.

Most people store their pictures in the My picture folder which is located in My Documents. You must also consider the size of the file before you send it. A large picture can take along time to download and the person you are sending it to may not happy about that. For example pictures taken from a 7 mega pixel digital camera can be huge and must be resized. Sometimes your email program will ask you if you would like to make your picture smaller to send.
How to place a picture with your email
In the email
  1. Open a New Message box
  2. Choose insert from the top menu, then choose Picture.

  1. The box below appears. Press on Browse to find the picture you want to insert.
  2. Add some Alternate Text. This shows up when the user places their mouse over the picture. Then Press OK.

The screen shot below shows that I have inserted a picture into my email. If someone sent you an email with a picture in it and you want to save it to your computer, right click your mouse on the picture. A menu will appear. Then choose save picture as....

As an attachment
  1. Open a New Message box
  2. Choose insert from the top menu, then choose File Attachment.
  3. Now you can find the picture you want, click on it and the filename box will be filled in for you. Then Press Attach. See Screenshot below.
  4. Now all you have to do it write your message and send.
