Are you sure the blade is turning? If its not, there is a hole in the bottom you can fit an allen wrench into to turn the motor and break it free again.

To me it sounds like the waste pipe is clogged
Try a plunger

I think you are talking about a disposal. Since the blades move freely and you have actually unplugged it from the wall, feel all around the bottom of it for a reset button. Even if you have removed power, if this button clicks when you push it, it was tripped. Otherwise, my disposal just did the same thing. The type I have only last for 2 years. Mine buzzes and thats all. The motor has gone out. I will have to replace mine. You may as well.

You need to purchase a garbage disposal wrench. It has a Tee at the top and extends down to a pivot with a large forked head. Drop this down and turn the blades until they start to move. Remove the wrench, run hot water and turn on your disposal. Both blades should now be free. There also might be a red reset button on the bottom.

that is a project I wouldn't reccomend. besides the "blades" are not really changable. The blades are a piece of metal cut at an angle and when they spin they grind the food by rubbing against a series of holes in the base.
if the disposal is not grinding the food, then its time to replace the disposal.
