Are these lines on the screen during the whole boot process? If so then the screen cpu and/or the video cpu has gone bad. Connect an external monitor. If the picture is clear, no lines, then the problem is the LCD screen. If the lines appear on the external monitor during the boot process then the mother board will need replacement.

There are a couple of scenarios.
If you notebook was manufactured from mid-2007 onwards (you can check this by going to the Toshiba website and do a search) there will be a recovery patition on the hrd drive. If it hasn't been wiped out, otr corrupted, you can click on this link http://www.mytoshiba.com.au/support/items/faq/71 and it will take you through step-by-step on how to recover your notebook to factory settings.
If not then you will have to ask Toshiba for a copy of the recovery disks.
The third way is to get a copy of Windows CD that is installed on your notebook, but you have to make sure that it is a Volume Copy, not an EOM or a retail copy, or an upgrade copy, and do a normal installation, and then download the drivers from the Toshiba site.

well not exactly it's a filter for the heatsink for the CPU and is usually on side towards back or underneath
that can get clogged with dirt, making cpu run hot and slow computer down a bit.
we use a plastic ended vacuum hose on medium to remove that dust and dirt from outside of laptops
