Has no video display. Beep codes are all same length, interval between beeps vary. Beep-long space-beep-short space-beep-short space-beep-long space-beep.

it's likely a problem with your motherboard and specifically your video card component on it.. you could add a new video board in one of the expansion slots as a workaround, although if the motherboard is completely gone what you will need to do to solve the issue is to have it serviced or replaced. It might cost half what you paid for your computer if it's a relatively new computer or might not be worth the repair if it's an old computer.

If you post the computer make and model we can help you find the beep codes for more specifics, that's the real way to find out what the beep codes mean in your specific case.

What is a function of drivers

A device driver acts as a translator between a hardware device and the applications or operating systems that use it. Every version of a device, such as a printer, requires its own hardware-specific specialized commands.
Without the drivers the operating system can not communicate with the hardware such as Video Card, Sound Card, Printers, Scanners etc.

Specific specs for my Dell Dimension 2400 PC

Look at the SERVICE TAG on the back of the DELL computer.
Enter that unique(!) code on the manufacturer's web-site:

http://support.dell.com

and you'll get _exact_ information about the "as-shipped" inventory of parts in your DELL computer.

When I try to pair my bluetooth phone with my Dell Dimension 8400 my phone asks for a PIN code. It suggests 0000 or 1234 but these don't work. Any suggestions?

Those are suggestion examples. That doesn't necessarily mean those are the specific numbers for your computer vs your phone. Try setting a specific pin code in your wireless networks, then enable your phone with that specific code. I don't know much about computers but that seems like a logical idea.

Need more specific instructions for installation.

Be more specific, installation of what? Software on computer? If so, when you get the software for installing, look for the icon named "setup", this icon is always indicated with a sign of a blue computer monitor, the file extension format is always: ".exe". To know the file extension format, just point at the file. the computer will give you the details of each file.
