Supposedly the Sceptre HDTV's use the Sony remote code (0000 or 0111), for the Comcast 3 n 1 remote. Not so. Does anyone have a clue what it may be? I have seen other people have this problem. Some have found a code that will turn on and off the Sceptre HDTV, but will not control the TV volume from the remote.
I tried the same thing and it worked. Odd thing is that the rocker key marked "volume" doesn't do anything -- but in the TV mode, the left-right buttons around the OK button control the TV volume. I guess the "whatever" theory works, too. ;-)

It is possible that this remote will not program to your Comcast dvr. Your DVR is probably newer than the remote and has new codes that the remote doesn't support. The only thing you can do now, is either purchase a new universal remote that supports both units. or use your Comcast remote to program it to your TV. the Comcast remotes are programmable.

Comcast has not added remote codes for that brand to their cable remote. This is likely because they haven't received the IR frequencies from your TVs manufacturer. This is a common problem with TV companies that are small and don't yet have a lot of models or total sales.
I'm afraid for now, you'll have to use two remotes. Unless you want to purchase a learning remote that can replace both the TV and the cable remote. A learning remote works by picking up the necessary frequencies directly from the remote you want to replace.
