Depends what kind of AC it is. If it is in a car, all you would have to do is supply 12v power to the A/C clutch coil. There will be a connector with two wires coming from the AC compressor. However, the "freon" (refrigerant) is what carries the oil through the system. The compressor would not last long without the proper charge.
The compressor in a fridge, water cooler, or home AC unit can also be powered directly. It will require 110v AC or 220v AC depending on the unit. Again, you would not want to do this unless you were creating a cheap vacuum pump for servicing AC systems.
The AC will not function as a heat pump without the refrigerant.
No cold air.
If this is a car, it is quite easy to recharge the system, and there are ways to do it for one a dollar or two.
