In simple word allow you to surf internet without any internet cable connection, Wi-Fi enabled device such as a personal computer, video game console, smartphone or digital audio player can connect to the Internet when within range of a wireless network connected to the Internet. The coverage of one or more (interconnected) access points called hotspots, can comprise an area as small as a few rooms or as large as many square miles. Coverage in the larger area may depend on a group of access points with overlapping coverage.
In addition to private use in homes and offices, Wi-Fi can provide public access at Wi-Fi hotspots provided either free-of-charge or to subscribers to various commercial services. Organizations and businesses - such as those running airports, hotels and restaurants - often provide free-use hotspots to attract or assist clients. Enthusiasts or authorities who wish to provide services or even to promote business in selected areas sometimes provide free Wi-Fi access.

One of the most useful features of the iPod Touch is the
ability to use the Internet through a WiFi connection if you have a wireless
home network and within range of your router, you can access the Internet via
your iPod with ease. If you're in public, you can use the free wireless
internet businesses such as hotels, cafes and airports. If you are not in a
Wi-Fi zone, will warn you that your iPod will not be able to get online. When
this happens, then you need to move to an area that has Wi-Fi
by checking if you can get online on your home computer. If your router is not
configured correctly, you will not be able to use their access to Wi-Fi with
your iPod.

2. Go to a place where you know Wi-Fi is available. In urban
areas, Wi-Fi is available in many businesses and families. Press the
"Settings" icon on your iPod, click on "Wi-Fi" to search
for available networks in the area. If there are none that appear, confirming
the Wi-Fi icon at the top of the page is set to "On" instead of
"Off". If no network can see, you're in an area where there is Wi-Fi
available.

3. Click the name of an available Wi-Fi network and enter
the correct password. Sometimes you may not be able to access the network,
because you do not have the password. While companies such as pubs and hotels

usually password protected networks.
You must have something like 'Start > Programs > Wireless Manager'. This manager is also launched if you have the 'Wireless' icon activated in your Today screen, and you tap over it.. There, you should find a button dedicated to toggling Wi-Fi on and off.
An alternative way is going to 'Start > Settings > Connections tab > Wi-Fi'. If you tap on 'Seach for Networks', the Wi-Fi radio will be turned on.
Anyway, once a Wireless network is detected, the encryption methods are usually already pre-filled. You'll be prompted to set the passphrase, if any, though.
Just my 2 cents...
