I believe the condition your describing is called "hunting" this sometimes happens when engine has a problem with it's air/fuel mix usually due to a carb problem
id start by cleaning out the fuel tank and filters and then moving on to the carb

if the engine is a briggs and Stratton then check the valve clearance as B&S engines have a history of the valve stems stretching early in use and when hot hold the valve partially open until cooled down
In Briggs & Stratton motors used in mowers or similar equipment the spark is generated by a magneto : a magnet situated on the flywheel passes in front of the ignition coil and generates the spark.
If the engine is backfiring then the flywheel is incorrectly positioned - take it our and rotate it for one bolt
try some wd40 on the shaft the gear rides on. work the gear by hand alittle it may just be stuck. usually if you dont have the power to spin the gear up the starter wont run at all
