hello. while there area ways around this issue, they are pretty involved and I would need very specific information. such as, have you forgotten your password, or are you even able to get to the login screen?

Hello,
If safe mode isn't the answer then you are going to either create a new admin account or change the administrator password, now since you can't log in then obviously you are not able to do it from within windows so you better get ahold on a piece of software like ERD commander (of winternals) and boot into it then it will give you options like reset administrator password or create a user or even restore your computer configuration into an earlier date (in case you have changed something that cuased that situation).
Thank you for using agadycom.

How can I turn off offline and online help popups. I type in wordpad, I get a pop up, sometimes at every letter. I cant type reports. Every programme is affected.

If you have another keyboard, try to connect it to your machine (while the machine off), then boot your machine and see if you still get the help pop-ups.
Please report back if that solves the problem.

Restart your computer repeatedly tapping the f8 key to enter safe mode while the screen is black once in safe mode where the only things working will be your keyboard and mouse allowing you to attempt to repair your computer
Reboot the computer As the computer is booting repeatadly press the F8 key as the computer is booting If done properly the user should get to a screen similar to the below screen. Select the option for Safe mode command prompt only Windows Advanced Options Menu
Please select an option: Safe Mode
Safe Mode with Networking
Safe Mode with Command Prompt Enable Boot Logging
Enable VGA mode
Last Known Good Configuration (your most recent settings that worked)
Directory Services Restore Mode (Windows domain controllers only)
Debugging Mode Start Windows Normally
Reboot
Return to OS Choices Menu Use the up and down arrow keys to move the highlight to your choice select the safe mode option then run your antivirus if still cant get rid of the virus restart again Use the up and down arrow keys to move the highlight to your choice. select safe mode with networking download anti malware and microsoft security essentials http://www.microsoft.com/en-us/download/virus-malware.aspx?q=virus anti virus and malware http://windows.microsoft.com/en-US/windows/products/security-essentials

Forgot password, need to reset

You can reset any user password by logging in using the Administrator account through Safe Mode. In Windows XP Home you cannot log into the Administrator account in normal mode.
When your computer is starting up, hold down the F8 key. This will bring you to a black screen with white text. Use the arrow keys to highlight "Safe Mode" and then hit enter. This will boot the computer into Safe Mode, which will look normal except the resolution will be very low. Log in as the Administrator (should have a blank password). Once logged in, open the Control Panel, then User accounts, then reset the password or whatever user you want. Reboot the machine to get back into normal mode.

Okay,
I need you to restart your computer and when BIOS is running hit F8 an enter safe mode. The administrator does not have a password for safe mode and them reset your password.
