If it has the Tecumseh engine..
Above 40°F Straight SAE 30W
Below 40°F down to -20°F Straight SAE 10W or SAE 5W30 or
Below 40°F down to -40° SAE 0W30 Synthetic
Using multigrade oils above 32°F will increase your oil consumption. SAE 10W40 is not recommended.
Per the manual, all the oils should be marked A.P.I. Service SL/SJ, but you may have to use something to a newer standard. E.G.: Service SM.
The oil sump capacity is 1-5/8 U.S. Pints or 0.76 Liters.

I'm not familiar with this particular generator but starting most of these is pretty much the same.
Turn all switches to the generator OFF locate the Carbuerator and put the choke on if it has a small bulb pump it a few times, now here is a trick I use I buy a can of starter fluid and spray a quick spray close to the air intake or air filter. This should work.

actually, it sounds like the diodes are blown. Check our diodes.
As for checking stator, find the two wires, typically labeled L1 and L2 that are going to it. Measure with a multimeter. If there is no visual signs of damage, continuity can indicate a good stator. You should not have continuity between either wire and the stator frame.
The same goes for the rotor as well. The resistance measurements will not be the same for each one though.
Unfortunately, Powermate is out of business, and service information is scarce.
