The Windows operating sustem appears to be corrupted and most like to get a working computer you need to restore it back to the factore default condition.
Before you attemp to do this and to back up data, remove the hard disk from the Toshiba and connect this hard disk to an USB hard drive adapter, then plug this adapter into the USB port of a working computer. This computer will see this as an external storage device. You can then open the various folders on this drive and back up your data on this computer or an USB memory stick.
To restore your Toshiba, insert the hard disk back into the Toshiba and follow these instructions..
Restore Toshiba to Out of the Box Condition
If your model Toshiba laptop has a Restore partition on thehard drive then follow these steps to restore your Toshiba to the Out of theBox condition.
1. Press and hold the 0 (zero) key and at the same time, tap the power buttononce to switch on
your notebook.
2. When the machine Starts beeping; release the 0 key.
3. When prompted by the warning screen; select Yes to continue with the systemrecovery.
4. Select Recovery of Factory Default Software; click Next.
5. Select Recover to out-of-box state. 6. Click Next again.
7. Click Next to Start recovery.

Formatting without disc is slow on all laptop brand.

If you want a fast formatting use the installation disc.

Hi,

This Computer has Recovery Partition hidden in the Hard Drive. You can access the Recovery Partition using the VAIO Recovery Wizard or pressing the F10 Key while restarting the Computer.

The System Recovery will restore the Computer back to the factory defaults and all the data in the Computer will be lost.

  1. To access the VAIO Recovery Wizard, please click "Start", All Programs" , VAIO Recovery and VAIO Recovery icon.
  2. Then, in the VAIO Recovery Window, please select the "Restore C: Drive" option.
  3. Then, in the Restore C: Drive window, click to select the I understand box.
  4. Then, click the Next button.
  5. After the bundled applications are installed, under Restore C: Drive (Step 4 of 4) , click the Finish button.
  6. The computer will restart and the operating system setup wizard will begin.
  7. Please follow the on-screen instructions to complete the setup wizard.

Basically i just want to restore it to out of box state


You should be able to insert the CD's/DVD's that came with your computer and make sure that the computer is set to boot from CD/DVD in setup and the computer should do the rest. Caution, you will lose all your data that is on it so make backups of those files first if you need that data. If your computer did not come with any disks you may have a restore partition loaded on your harddrive. Look for a message on the screen during startup for restoring the computer. This option is sometimes found in the startup menu (BIOS or CMOS) menu that you enter by pressing a key when the computer is starting up.

Need to restore my Balance Laptop


I would say that you put the first on in the drive and boot the computer from the CD. Then follow the directions. That is how it usually works.
On some computers, there is a utility in the start menu that is for that computer--recovery utilities that you start up and follow the directions, but I'd go with the former option if I were you.

software i found on ebay does every thing you need to do, read before you buy but it has been helpful for anything i have had to do for most recents systems to older machines.

Go to System Tools under Accessories of the Programs in Start menu. Then go to System restore, and you can restore it back to the earliest setting point.

your best bet would either be the manufacturer, or E BAY, you might have a third option by contacting the software company and down loading it into another computer then burn you a disk of the program.
