Simple test: remove the wire from the sender unit, if the needle falls then the sender unit is dead - replace it; if the needle stays the same then the indicator in the dash is dead and it gets iffy - if you have some experience you could replace just it, otherwise you will have to replace the entire dash.
The radio either does not have the yellow power wire connected(constant 12v) or the wire is connected to a switched source and when the key is turned off the radio has no backup power. You will need to pull the radio out and verify the yellow wire is not connected to switched voltage and connected to constant power. It is also possible that they have the red and yellow wires mixed up. Remember yellow constant power and red is switched power(with ignition key). And also disconnect your negative battery cable when working on the electrical system of your vehicle...you may short something out and damage your vehicle's electrical system or head unit.
Unless you have the 'keys' that came with the unit, you'll need an Alpine dealer to a) get keys so you can remove yourself (wiring just un-plugs) or b) installer. CStereo mfgrs use different snap-lock mechanisms and sometime different keys for different models.
According to the manual you hold the clock button in for a least 3 seconds. The time indication will blink for about 5 seconds. Press the CT button while time indication is blinking to set seconds to "0". Press H button to adjust hours and the M button to adjust minutes. The time indication will stop blinking, 5 seconds after adjusting the minutes.
