When I hook my phone up to the charger and try to power up, the screen say something like "please plugin USB data cord, ready to program. That's it. I can't even charge the battery. Where can I find this software on the internet? There's no one who can flash it for at least 150 miles.

Take your battery out leave out for 60 seconds, put battery back in /turn cell phone on and than re-turn off and let set for 60 seconds and let it re-boot up.Re-turn on again
If this dont work for ya...
call your cell phone company ask them to up date your cell phone they can do this right over the phone talking to ya. and when they say its been done , turn the cell phone off for 60 seconds and turn back on.

Your new battery might has some issues. Put your old battery back on and try your charging cord and base. If it starts charging your old battery; it means new battery has a problem. If old battery doesn't charge too; i suggest you to try a working charger. If it still doesn't response; most probably during replacement process; you damaged pins of your phone's charging port connector.
If broken pin is at above red circuled area; you are lucky because it has price around $5. But if broken pin is at motherboard side, it may cost you around $50 or more due to motherboard repair.
If the charger you are using is something along the lines of plugging your USB cable into it and then plugging the "charger" into the wall, it may be that the "charger" is dead at this point. If you have another "charger" to test with please try that, otherwise pick up a new charger and see if the phone will charge with that. If it does, then you know the other charger was the issue.
What is the outlet on your phone, is it proprietary? If so it should have came with a plugin, one end that goes into your phone (same as the charger) and another end that is a USB connector. That goes into a USB port and then you use the software which came with the phone to import media.
Try this , it helped me.
1. plugin the charger (or data cable) for about 15 minutes and keep the red light blinking.
2. while the charger (or cable) is hooked to the phone, remove the battery and memory card for 10 to 12 seconds.
3. keep the memory card out and put the battery back in and whalah, it startes up. (really hope this helps)
Hold the sleep/hold button on the top and the Home button on the bottom for as long as it takes for the iPhone to reboot. Check your charger and make sure your actually charging the iPhone. also use a an A/C wall charger, not a USB data cable to charge the iphone.
Hi. Please visit any Apple center and test charging your iPhone using their cable. If you have 2 iPhone and 1 cable but the units are giving you exact same error, there has to be something wrong with the cable, charger or USB port you are using to charge the iPhones.
Your iPhone's firmware (operating system) has crushed. You need to take it to a service center to have it flashed. Phone flashing is when new firmware is put into the phone. All your data in phone memory will be lost though, memory card data will not be lost.
