The motor starts and runs for a while then when warmed up it begins surging with load or not and then eventually shuts down apparently from lack of fuel. Usually it restarts.

Have you checked the choke that it is off after you get the engine started,the black smoke is definitely from the choke, if you take the carb off and check that the needle closes when it should,as one can easily do an adjustment by bending the float/tab,rgds

There are 7 different versions of this engine. I need to know which one you have by model number. Model number examples are listed below:
12V802-1776-B1
12V802-1733-A1
12V802-0109-01
Without that information it is difficult to help you. What I will say is usually a dirty air cleaner makes an engine runs rich. (Too much gas)
However.. speaking in generic terms on must Briggs and Stratton engines there is a single fuel air mixture jet screw on the side of the carburetor body. To reduce the amount of fuel being used you turn the screw clockwise. (screw in) You should not have to turn the screw more than 1/8 turn to get the correct fuel mixture. If you have to turn it more than 1/8 turn first suspect the air filter and last would be a problem with the float level or float needle. I can provide manuals for float needle and float level repairs if you respond with an engine model number.

This is not unusual at idle; there is a governor to limit maximum RPMs and this device isn't worth beans at an idle.
You may be able to carefully adjust the idle adjustment (see your manual or B&S website) to achieve a somewhat more even idle speed.

There should be a drain plug on the underside of the mower deck. Raise that side of deck, remove the plug and drain the oil. Replace the plug and add new oil. Hope this helped.

check your air filter. If it's clogged, the engine will spool up to keep from dying, run for about 15 seconds, then it will happen again. If that's it, just clean the air filter. Solved my problem
