DID YOU RECENTLY ADDED RAM?
it can be the problem, or some connections with mainboard,
try to start uip with the less elements possible
if you succeed booting,
from another cpu, download and do a floppy/cd from this BIOS and retry with full devices connections.

Computer not booting

reinstall xp but select repair but if this is a bios prob you must turn off then hold down f12, or f4, or f8 depending on your cpu. hold down till you hear a beep then read screen when u get to boot config dis able hdd and network boot and make sure its boot from c.d. or floppy only. and your back. u must in the future disconnect from the cpu app before you physially pull any plug or unistalls, when you dont it gives the mothers borad a mild stroke type thing or a long term daze or confusion type state.

Boot your PC into "Safe Mode" (tapping the F8 key on boot to get to the option) and run a full/complete Virus scan with Anti Virus with up to date virus definitions and see what that yields.

so this is the board..no doubt that the cpu fits and is a good choice for you.
however,if the old one works fine and this one ,even if it is new, does not wiork, the only rational conclusion is that this one is malfunctioning ,maybe from the factory,or maybe one of the pins doesnt make a real contact.
check very attentive the integrity of the pins and of the cpu socket in the motherboard.
there are also some cases that the motherboard doesnt support the high Frequence of the new processor, but that was a problem for the old PCs..I doubt you have it with your motherboard.
I suggest you to bring it back and to ask for a replacement,or at least go with it to  a specialised cervice and let them check it.
sorry for not beeing a huge help to you,so dont rate my answer if you dont feel to..
bye bye and good luck..keep me up to date with your situation
bye
