Hi Patrick, The most likely problem is that the ribbon cable from the touch pad is not making proper connection with the motherboard. I would recommend you get this repaired under warranty, there is a bit of work involved in pulling the laptop apart to get to this cable & connector and if you do something wrong it could void your warranty.

I trust that you understand that scroll bars are only visible if more than 1 page is to be displayed. If you have magnified a particular page, the scroll bar may be outside the view of the screen - on the right side, Scroll to the left until you see the right border.
Perhaps you are referring to the touchpad.
The scroll feature on the touch pad is not visible. You enable the touchpad by tapping twice on the upper left corner of the touchpad. A lite will appear in that corner when the touchpad is ON.
Then the scrolling feature is enabled on the right side of the touchpad. Simply run your finger up and down the right side of the touchpad. For more information, refer to the User Guide here: http://h10032.www1.hp.com/ctg/Manual/c02102005.pdf
The "Touchpad is very sensitive; if you look while scrolling, the "scroll-bar" will turn (Blue), click on the ("scroll-bar"), until it turn "Gray." Note: "You ca use the Pointer Device / Touchpad without using the Scroll-bar, basically anywhere on the screen; ("bottom scroll-pad" = left to right"), and ("right -side edge scroll-pad = up & down").
There is a software that comes preloaded with dell called Synaptics Pointing Software .See to that it is installed.From the software enable the required scrolling mode.by moving your finger up and down slightly pressed along the right most areas of the touch pad allows vertical scrolling while moving the finger horizontally at the bottom side of the touch pad allows horizontal scrolling.Also see to that the synaptics software is enabled at startup
What you need to do is install all the software that is included with the Dell XPS drivers and utilities cd. You also have a software there that is for your touchpad. What you need there is either the quickset or the synaptic itouch software. If you could not find it from the disk.. go to support.dell.com and download the drivers and utilities from there.
Sounds like a driver glitch, from the device manager, try uninstalling it, then do a hardware search, it will locate it and reinstall the drivers automatically. If this doesn't solve the issue, then the touch pad has failed and needs replacing.
