rtl120.bpl appears to be linked to the Tune Up Utilities program. You might try reinstalling this program and be sure that your antivirus is set to allow this program to run.
run ccleaner it should remove it. you can download from piriform.com it's related to tune up utilities 2010. if you haven't already, please remove that program.
You may have installed a program or utility and then decided to remove it but it did not get properly uninstalled, or you deleted some files by mistake. The rtl120bpl is what is known as a runtime library file by Borland. you need to either re-install the software you tried to uninstall or you need to stop what's left of the program from running at startup. To see what programs are runnig at startup, click on the START, then select RUN, then type in MSCONFIG, then select the STARTUP tab. In the list, each program that is running at startup will have a ticked box next to it. You can untick a box and prevent that program form running. Some programs are required, such as antivirus, firewall, sound card controllers, display controllers etc. Some items are not essential, like tune-up utilities. Unticking a box here will not remove the program, just stop it form running automatically. You can try unticking one item at a time and re-booting to see if it makes a difference. If not, then you can re-tick the box.
The error could be connected to the advanced system care. Have you uninstalled any protective software lately?
It would seem that as the computer is starting it is trying to load a program that is either corrupt or missing, generally a program like reg cleaner or other utility program.
If its a case you have removed a program, try installing it and see if that works.
Get another copy of the advanced sys care program and reinstall that.
