To disable Windows Firewall in Windows XP, follow these steps:
For Windows Vista:
1.
Open Windows Firewall by clicking the Start button , clicking Control Panel, clicking Security, and then clicking Windows Firewall.
2.
Click Turn Windows Firewall on or off. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
3.
Click Off (not recommended), and then click OK.
hi i had same problem and it was an update to CA firewall that caused it get rid of that and go back to windows firewall worked for me, but difficult get Ca firewall uninstalled hope it helps
