Without its original remote control, you can't. If you wish to buy its original remote control, contact the authorized service centre, or authorized dealer to your device brand. They can either give you a genuine remote control to your device, or can direct you, from where can you purchase a suitable one.
Go to your cable provider website and check for programming instructions, follow the instructions and input the code for your TV, usually found on the same website. Your provider should also be able to help of you call them.
Here is a manual for that tv. Page 27 says to push the tv/video button but that is on the remote. Do you have a tv/video button on the tv itself? If so, push it until it cycles through to the video input you want

You should be able to program your cable box remote to replace many (but probably not all) of the functions of the Toshiba TV remote that you're missing. It's not the TV. Its the remote. Remote controls don't last for ever. Try a universal remote. Try Radio Shack it should do the job. Do you have a cable converter then ask your cable comapny to give you a new remote.
