Your problem is probally with the safety interlock switch on your machine. On the PS-65c It is located on the right hand side of the unit. There will be a tab of plastic on the inside lip of the basket that goes into a slot on shredder head. If plastic piece is bent or broken machine will not operate. If it does not appear broken make sure when you put shredder head on that it fits flush all the way around on the basket. there are what is called strippers that ride in between the teeth to keep paper from building up. they are plastic and can break after awhile. sounds like you have some of the stripper combs broken.

The problem was solved by putting some oil on the top of the shredder and running the motor forward and in reverse to coat the teeth. Thank you.

Sounds like the same problem im having. I opened mine up and the gears that run the teeth are stripped, and im having a real hard time finding new parts.
