The charger can tell the voltage is high enough, but still not sure the camera will work. Did you check ale contacts also the ones in the camera, are clean and shiny? Only a little spec of dust, can give you lots of trouble. To be sure the batteries are both ok, use a multimeter and check the voltage. On the multi meter the voltage should be just a few tenths of a volt higher than what is printed on the battery. I think your battery must be 3,7 Volt, so at least 3,8 volt should be measured, because the multimeter does not take any current from the battery. My 3,7 Volt Kodak batteries, still give 4,03 and 4,07 volt, three months after they are charged. Those are Li-ion batteries.
As soon as they give less then the printed value just after charging, you know they are not ok anymore.
Either an error occurred during charging, an AC power disruption occurred during charging, the wrong AC power adapter is being used, batteries are over- discharged, batteries are defective, or no batteries are installed in the camera.
Try charging the batteries a couple of times. If that fails, try charging the batteries in an external charger. If the batteries still will not charge, purchase new batteries and try again
It sounds like a repair, therefor I have attached the KODAK contact at the end of the this solution. But before you call, here are a few steps you can try, I hope it will work.
1. Make sure you will install a new or fully charged battery/batteries into your camera.
2. Clean the battery contacts.
a. Remove the battery/batteries and the memory card from your camera, then wipe the battery contacts with a soft, clean cloth.
b. Reinstall the battery/batteries into your camera. Please make sure that you are installing a fresh/ fully charged battery
c. Without the memory card, turn your camera on.

Your problem may be due to corrosion on the
battery contacts inside the camera
which can prevent the full power of the batteries from flowing into the
camera. Try this free fix before you do anything else: remove the batteries and wipe the camera contacts firmly with
a dry cloth (heavy corrosion may require cleaning with a wire brush,
steel wool, or sandpaper). Remove any residue that may have fallen
into the battery compartment during cleaning, then wipe both ends of
the batteries and place them back in the camera. This cleaning clears
the problem about 90% of the time. If it doesn't work for you, the
camera may require professional repair.
1. Turn the camera off by sliding the ON/OFF switch (to the right of the LCD) down to the OFF position.
2. Reinsert the batteries, making sure their polarity alternates, with the battery closest to the hinge of the battery cover pointing down into the camera and the other one pointing up.
3. Turn the camera ON.
4. Press the button on the back of the camera to select the mode. If you do nothing, then the camera is in the Hi-resolution mode. The display will momentarily switch to 20 to indicate that 20 photos are available. When you take a photo, the number will decrease.
5. Press the button on the top of the camera body to take a photo. The camera will beep when you do.
6. IMPORTANT: do not switch off the camera until you download your photos to your computer.
7. Plug in the camera to your computer with its USB cable. This will power the camera when the computer is powered and save your batteries until you can download them to you computer.
7. Install your software and follow the directions (you need to unplug your camera before you start the installation). Once you load the CD, the installation wizard should begin. If it doesn't, then your computer is not recognizing the software.
Note: this software does not work on Apple OSX operating system (on my Mac), and I'm having trouble making it work on Windows XP (on my PC).
You have either a faulty charger, a faulty battery or a fault in your camera. I purchased 2 batteries for my Sony 505v and from new one of them kept flashing an empty battery sign right in the middle of the display. Actually it was fully charged but Sony batteries have a little circuit inside them which tell you how long the batteries will last. In my case I could continue to use the battery but put up with that flashing icon. I returned it to where I purchased it and it was replaced Immediately.
Please ,next time give us a little more information as to what battery type it is and which camera it goes in. Some cameras can develop a natural short circuit over time.
