You need to open up you battery and check each on for voltage. take out the ones that have no voltage and resolder it with the good battery from your other non working one. you need to ruff up the top and bottom of the battery to solder a wire to it. make sure you dont touch the battery to the wrong polarity or you will get a spark or fire.

How long have these 2 batteries been standing idle without being charged? Lithium ion batteries can still discharge if left for too long. There is a voltage detector which detects whether the cells are too far discharged to be safely charged again and if that occurs the circuit is broken and the batteries will be deffective in the charger.
I have had the same problem with these and other LI batteries. Answer is replace the batteries and then make sure they are given a quick charge on a regular basis. However common advice seems to be that LI's should not be kept fully charged, but just partially charged until needed, then charge them for use, especially if usage is sporadic

My 14v ryobi charger is givig two lights when I am charging my battries. whats wrong ?

red is charging, green is done, amber is either hot or bad battery ive seen that with both symptoms when on with the green. dont run your battery down to the limit and always keep the battery charged this will prolong the life of the battery, dont store dead batteries in other words.

Can i charge a 14v battery using a 18v charger (both are ryobi)

Absolutely not. The risk of damage to the battery is only a minor concern compared to the fire hazard you would be creating.

Batteries do go bad. They sorta die on an age and number of charges basis. I have several sets of DeWalt 18 volt tools. Comes to a total of 8 batteries. I always write the date purchased on the battery. Well, since last December both of my 2006 batteries went bad. I expect the 2007 batteries will go bad this year sometime.

With the NiCad batteries, they are good for a certain number of charges. Which is one reason to run the battery down till it begins to affect performance of the tool. Don't "top off' the charge by putting a battery that is not worn down in a charger, cause you effectively use up one more charge.

I have never had batteries last much more than 2 and a half years.

Now, the Lithium batteries are supposed to have fixed all that --

Zivan NG3 battery charger diagrams

your NG3 should have been preprogrammed for the type of batteries you are charging. The NG3 has the 3 wires from the power cord. Here is what I have done:
Brown from charger goes to black wire
Blue goes to white wire
yellow green goes to green ground.
