While watching programs, TV will turn off and then about 5 seconds later, will come back on. This will go on throughout the program staying on at different lengths of time. Eventually, the TV will shut off and not come back on. We are unable to turn it back on until 3-5 minutes have passed. Any suggestions on what is going on?

This is an on-going problem with DLP sets. Normally you shut the set off and the cooling fan cools the lamp down and then it shuts off. In your case, of which it's not your fault, however your lamp has taken a major hit by not properly cooling down, in turn, you need to replace your lamp at this time.
I suggest in the future if you have an electrical storm and a chance of a power outage while your watching tv, I would'nt play that model or any other model of a DLP set.
t does sound like a bulb problem, either its over heating and shutting
off to protect itself, or its already shot. Give a TV repair shop a
call and see if they can give you an approximate price, then decide to
ditch or repair it.
this is the heat detection circuit that detects to much heat in the set , cleaning the inside of the set of lint , dust , ect may stop it or it has just been dirty to long and that circuit will now have to be replaced
Does it blink a certain amount of blinks pause a second or just blink constantly with no pauses? Let me know it will blink a code if its going into protected shutdown. And it will blink constantly for another reason.
